Collins, Senior Manager, Baringa Partners More information • ENA’s world leading Open Networks programme developed the Common Evaluation Methodology (CEM) in 2020 for evaluating flexibility services against network reinforcement to assess the merits of deferring or avoiding the reinforcement. A modelling Tool was created, using the methodology, and the DNOs started using the CEM Tool for evaluating flexibility services tenders from April 2021. • The CEM and Tool was further revised in December 2021, following stakeholder feedback, incorporating two more areas of development for 1) Carbon Impact Assessment and 2) Option valuation. • Further methods have been identified as potential approaches to valuing optionality of flexibility services. The Open Networks team are seeking feedback from stakeholders on the current changes to the CEM and Tool and particularly the merits of taking forward into development one of these methods for valuing optionality.
